CDR H. “Lars” McCarter serves as a Strategic Advisory within the Cybersecurity Division (CSD) of the Cybersecurity and Infrastructure Security Agency (CISA). He is responsible for strategy development and implementation within CISA CSD’s Threat Hunting Subdivision, including coordination of a new regionally aligned mission delivery model. Prior to CISA, CDR McCarter served as the Director of the Coast Guard Cyber Command’s Network Operations & Security Center.
Other recent tours of duty include Director Coast Guard Cyber Command’s Cybersecurity Operations Center, Deputy Director – J6 & Chief Engineer of the White House Communications Agency, developing secure communications systems and leading advanced team missions for the President, and Chief of the Weapons & Tactics Section at United States Cyber Command Directorate of Operations (J3), responsible for development and operation of offensive cyber weapon systems.
CDR McCarter is a graduate of the United States Coast Guard Academy class of 2002 with a Bachelor of Science in Electrical Engineering, and holds advanced degrees in Electrical Engineering, Business Administration, Cybersecurity, and Cyber Leadership. He holds a variety of commercial and government information technology, cybersecurity and program management certifications.
